Applications needed for monitoring "Covid-19".

21.01.2021

Since the year of 2020, most Thais are probably familiar with using the "Thai Chana" application for scanning QR codes before entering and leaving public places across the country to record the place and time you have visited into the system. When the Covid-19 infection is detected, the app sends a notification of the risk to the registered mobile phone number. In the new wave of the Covid-19 epidemic in this year, Thais need to use the "Mor Chana" app along with "Thai Chana" and also other apps that help identify vulnerable areas with advice or assistance on Covid-19.

Getting to know “Mor Chana” app that the government is campaigning to enforce.

Mor Chana is a contact tracing application developed by "the public, private and people joint development Team" and open for download from April 10, 2020 (about one month before the launch of the Thai Chana app) as a tool to help track, control, and stop the pandemic of Covid-19. However, as it is not announced enforcement, most Thai didn’t know about the app and never used it. Many people even misunderstand that it should be enough to use Thai Chana app for scanning when they are in and out of all the areas. In fact, the functionality of these 2 apps is different and if people use both apps, it is more secure and more accurate and making it easier to check the timeline.

Mor Chana Application collects travel and health information of the app users by using GPS coordinates and Bluetooth technology in conjunction with QR code scanning to allow users to check-in in various locations and then collecting the database for medical professionals to check, trace and control the epidemic. The app acts as an e-Health passport that shows users’ infection risk status which is evaluated from the users’ travel data and the Department of Disease Control. The risk level is displayed in different color, and send notification automatically to users to vigilant observe the symptom, and receive treatment promptly from medical personnel if the user is detected to be at risk of infection.

Public and private places, as well as shopping malls, business offices, and local government agencies, can use check-in scans to monitor the risks of people who come to get the services to reduce the chances of infection and epidemic in the area which will build confidence for both space owners and users meanwhile the government sector can look after the people and the officials in each province can inspect the local residents and tourists when they entering the area. It is another risk control measure, along with other surveillance measures issued by the government.

The Mor Chana app was designed by focusing on data security and privacy infringement prevention.  The app is an open-source software collecting data on Cloud AWS that ensuring the stability and transparency. Moreover, the user's travel data and phone number are stored separately where only the Department of Control Disease can connect these two pieces of information to identify the user in case where infected or at risk are found so it is beneficial of a quick investigation of the disease. All of this is governed by the Digital Government Development Agency (DGA) and the Data Governance Committee established to oversee and monitor the handling of personal data in accordance with the Personal Data Protection Act 2019. The Mor Chana app is developed with the cooperation of various agencies, both public and private parts and supported by The Ministry of Digital Economy and Society and the Office of Digital Government Development (Public Organization).

When registering for the Mor Chana app, user must take a photo to confirm that the person is a real user. It can track the user's route at any time the smartphone is taken with you. This will be used by the Department of Disease Control to investigate the disease and to find out which app users are at the risk area during the same day and the same time with the infected person, so the CDC will send you an alert.

In this regard, the app only keeps the user's photos on their smartphones. Photos are not stored at the app system's server. In case that the smartphone does not have an Internet connection, the app will trace the user’s travel route from smartphone’s GPS and collect the data on smartphone first. Then when the user turns on the Internet, the data will send to store at the central system. The important thing is that the personal information such as name, phone number, email address, home address and so on is not stored in the central system.

The problem on people hiding their timeline or the Covid-19 patient who may not remember their whereabout in the last few week, or may not scan the QR code to check-in in every place, the problems can be solved by using GPS coordinates on Mor Chana app meaning that users need to enable GPS with Bluetooth at all times when outside home. Turning on GPS and Bluetooth at all time has resulted in drain out the smartphone’s battery life faster than usual because of its searching feature when approaching other people at risk. However, users can turn it off in the app setup menu to save battery life.

Mor Chana will allow users to assess the risk of their own symptoms by answering health questions, dividing the risk level into 4 levels: green, yellow, orange and red. Red means a person with very high risk resulting from the obvious symptom, a history of traveling abroad or close to those at risk in the last 14 days and so they have to go to the hospital immediately.

The latest announcement from the Ministry of DES confirms that app users will not charge data usage fee on all mobile carrier networks, including the company's NT Mobile, my and TOT Mobile SIM.   In order to encourage everyone to use the app, the company will also be able to use the app without worrying about internet charges.

Thai Chana application - The QR Code scanning app that still essential.

Although the Mor Chana application is already enabled GPS coordinates at all times, it is recommended to use Ministry of Public Health's Thai Chana app to scan QR code for check in the places you visit which help to increase the accuracy because GPS could not specify the coordinates inside the building or inside the department store area. The QR code scanning facilitates the Department of Disease Control and supports medical personnel to quickly analyze the risk of infection and diagnose the disease more easily.

It's good that the store operators to cooperate in implementing QR Code storefront clearly last year that help to collect customer data into the system accurately and completely. However, we need to continue encourage everyone to scanning QR Code instead of signing on paper documents which is an alternative check-in in some places.

The difference between Thai Chana and More Chana app is that Thai Chana app has to register with mobile phone number so that to be able to send notification via SMS when there is Covid-19 patient has been found in the check-in area. Meanwhile Mor Chana use the incognito registration, it doesn't collect personal information in the system and alerts through the app on a smartphone when a Covid-19 patient is in that area or when the user is approaching a risk point, which is similar to the notifications of social apps that everyone is familiar with.

In addition to using the applications, the SpO2 sensor in some smartwatch / smartband can measure blood oxygen levels. Although it not as accurate as medical equipment, the measurement can help screen Covid-19 patients.  If the blood oxygen levels begin to drop steadily until below the threshold of a healthy person, it is suspected that the person may be infected Covid-19 in asymptomatic type then they should get the Covid-19 test and monitored closely because if the infection is getting worse, the virus will affect their lungs and respiratory more severely.
